Why don't they knock it down, or reclaim the land or something? I guess you guys went really early in the morning or that shrine is very local? Aya and I had to wait over 90-minutes to ring a bell at a shrine we went to in Kyoto....didn't know it would be that long, and once you've waited an hour, might as well stick it out.
